The "Opinions" require the guidance on the revision of the 2019 heavy pollution weather emergency plan based on the "Guiding Opinions on Promoting the Revision of Heavy Pollution Weather Emergency Plan".

The "Opinions" focus on the following aspects in the "Main Contents and Requirements for Amendment of Emergency Plans":

Strengthen the management and control of key industry performance. 15 industries including steel, coking, foundry, glass, and petrochemical have clearly defined performance grading indicators for reference when formulating grading management measures. In principle, Class A companies do not focus on reducing emissions during periods of heavy pollution and reduce the frequency of supervision and inspection. For other industries that have not implemented performance grading, all provinces (cities) may, in light of actual conditions, refer to the relevant requirements of the “Technical Guidelines for Emergency Response Reduction Measures for Key Industries in Heavy Polluted Weather” (hereinafter referred to as “Technical Guidelines”) to clarify emergency mitigation measures.

Encourage other non-key industries to differentiate emissions. For industries not covered by the Technical Guide, local governments may formulate emergency mitigation measures according to the emission level of the industry, the degree of health impact on surrounding populations, and local air quality improvement targets.

Reasonably guide the people's livelihood enterprises to reduce emissions. Enterprises such as steel, coking, and cement that involve residents' heating should make alternatives to heat sources in advance or give priority to the implementation of “gas-based coal and electricity-based coal” to ensure warm winter. It is difficult to replace, calculate the maximum allowable production load one by one, and implement “heat production”.

Strengthen the emergency emission reduction of mobile source sources. In principle, during the warning period of yellow and above, mines, sand and gravel materials, stone factories, stone slabs, etc. should stop open-air operations; construction sites should stop earthwork operations, building demolition, spray painting, slope protection, concrete mixing, etc.; It is easy to generate dusty road sections to increase the frequency of machine sweeping and watering; transportation vehicles such as coal, muck, sand and gravel materials that are not easily installed without sealing devices should stop on the road.
