Information

On July 14, 2019, Jiake Huanke invited the lecturer of Hubei Institute of Technology to come to the company to carry out the lecture on "Occupational Disease Prevention and Health Management", and Duanchang and above cadres participated in the study and training.

Occupational diseases refer to diseases caused by workers, enterprises and individual economic organizations in their occupational activities due to exposure to dust, radioactive substances and other toxic and harmful substances. National laws have provisions on the prevention of occupational diseases. Generally speaking, diseases that meet the requirements of the law can be called occupational diseases.

In the "Organizational Reform Plan of the State Council" issued this year, the occupational safety and health supervision duties of the former State Administration of Work Safety were undertaken by the newly established Department of Occupational Health of the National Health and Health Commission. Since the reform and opening up, China's occupational health supervision functions have undergone many adjustments between health, labor, and safety production management departments. The supervision system has presented a historical trajectory from centralized and unified to long-term responsibility and centralized and unified. After the institutional reform, the health administrative department is once again responsible for the whole process supervision of occupational health, which is conducive to the realization of the unified management of occupational health supervision and avoid mutual dereliction of departments; not only give full play to the traditional strong supervision advantages of the safety supervision department, but also play the role of the health department. Professional and technical advantages. It can be seen that the Party Central Committee attaches great importance to occupational health and has placed high hopes on it.

In fact, China's current occupational population accounts for two-thirds of the total population, and occupational activity time accounts for nearly two-thirds of the individual's life cycle. It can be said that the prevention and treatment of occupational diseases involves the fundamental interests of the entire life cycle of the entire population. In the past few decades, the main body of occupational patients was workers. Nowadays, with the advancement of technology and the transformation of production tools, the patient population of occupational patients has spread to white-collar workers, but most of them are deeply involved but do not know. In 2011, during the first revision of the Law on the Prevention and Control of Occupational Diseases, netizens had debates about whether white-collar diseases such as cervical spondylosis and “mouse hand” could be included in the occupational disease list, but most of them only complained a few words and did not form a rational and enthusiastic discuss. In the end, these diseases were not included in the occupational disease list because they were “not easy to determine whether they were suffering during work”. In fact, in developed countries, as long as the work related to cervical spine injury reaches a certain number of years, it can be recognized as an occupational disease.

In China, occupational disease prevention and treatment should become a common health concern of the whole society. There are 286 million migrant workers in China, most of whom are engaged in occupational hazards. Taking effective measures to prevent migrant workers from becoming poor due to illness and returning to poverty, and avoiding the tragedy of "making money by life and buying money with money" is of great significance for winning the fight against poverty on schedule. Protecting the health rights of every worker is the bottom line of a healthy and friendly society.

Occupational disease prevention and control cannot be separated from the guarantee of the rule of law environment and the support of the prevention and control team. This is an urgent problem to be solved after the adjustment of the organization. The promulgation of the "Healthy China 2030" Planning Outline and the "National Occupational Disease Prevention and Control Plan (2016-2020)" and other documents indicates that China's health and health work has leapfrogged from disease management to health management. Therefore, occupational health should not stay in the old mode of occupational disease prevention, but on the basis of doing the original work, we should explore the transition to a new mode of occupational health work for “occupational health management of occupational groups”, which will bring occupational health and safety and disease. Prevention and treatment, health promotion and the framework of healthy communities are organically combined to achieve “occupational health care for all” and to effectively protect the physical and mental health of workers.
