The other is the illegal sewage disposal of wastewater from the chemical enterprises in Jiuquan City, Gansu Province. The total area of ​​the seepage pits is over 25,000 square meters, which seriously pollutes the surrounding environment.

This is the typical environmental violation problem discovered by the first batch of the Central Eco-Environmental Inspector Group in the second round of intensive inspectors. It is reported that the inspectors of the eight provinces and cities and two central enterprises are now coming to an end with the eight inspectors. As of August 5, the six inspectors responsible for provincial and municipal inspections have completed the task of sinking inspectors; the two inspectors responsible for the inspection of central enterprises have completed the key inspection tasks. The inspector groups filed a total of 1,165 cases and fined 65.586 million yuan; 39 cases were investigated and 41 people were detained; 1042 people were interviewed with party and government leaders, and 130 people were accountable.

The reporter of Economic Observer Online noted that the emergence of this notification issue is directly related to the serious lack of supervision of relevant local departments. Due to the formalization of supervision and even the failure of the layers, the inspectors have gone through the process of rectification, which ultimately led to the fear of the involved enterprises, and environmental violations have repeatedly appeared. For example, the inspector found that the four dye intermediate projects that have been completed and put into operation in the Beihewan Circular Economy Industrial Park in Jinta County, Jiuquan City, have serious environmental problems such as inconsistent construction, illegal production, and illegal sewage discharge. The complaints from the people are true. However, due to the ambiguous attitude of the local party committee government and relevant departments, the punishment has been delayed for a long time, and illegal acts have been repeatedly prohibited.

On July 12, when the Central Fifth Eco-Environmental Inspector Group inspected the inspectors in Gansu Province, the on-site inspection of the environmental pollution of the chemical industry enterprises in the Beihewan Circular Economy Industrial Park, which was repeatedly reflected by the masses, found that the park Tianyi Chemical Co., Ltd. Four chemical companies illegally put into production, such as Run Technology Co., Ltd., Jitai Chemical Co., Ltd. and Xinhaiyuan Chemical Co., Ltd., all have harsh environmental problems such as seepage discharge.

The data shows that the Beihewan Circular Economy Industrial Park was established in 2007 with a planned area of ​​20 square kilometers. In 2012, it was identified as the first batch of circular economy demonstration parks by the Gansu Provincial Industrial and Information Commission. At the time of the inspection, 22 chemical companies have been settled, and the above four dye intermediate projects have been completed and put into production.

According to the inspection team, in May 2019, the local people complained to the Ministry of Ecology and Environment about the serious environmental problems such as the discharge of untreated wastewater from the chemical enterprises in the park. The inspector group received the same complaints and reports after the inspector stationed.

Enterprise wastewater exceeds hundreds of times

The inspector found that the problem of seepage and drainage in the park was extremely bad. Since April 2017, the above four enterprises have arbitrarily put into production without approval of the construction and pollution control facilities, and have smuggled untreated production wastewater to form a total area of ​​7 pits exceeding 25,000 square meters. . Among them, Jitai Chemical Co., Ltd. used tank trucks to smear nearly 2,000 tons of wastewater to the south side of the plant area, covering an area of ​​over 13,000 square meters.

Illegal sewage disposal has seriously polluted the surrounding environment. According to the inspection team, the results of the sampling monitoring of the enterprise's sewage disposal area are shocking. The results showed that the indicators of COD, ammonia nitrogen, volatile phenol and chroma in the wastewater of the four enterprises far exceeded the standard. The above four pollutants, Tianyi Chemical Wastewater exceeded 233 times, 261 times, 86.8 times and 319 times respectively. The wastewater of Guanrun Technology exceeded the maximum by 134 times, 335.7 times, 19 times and 159 times respectively; the wastewater of Jitai Chemical exceeded 425 times, 166 times, 40.4 times and 319 times respectively; Xinhaiyuan Chemical Wastewater exceeded 461 times and 75.7 respectively. Times, 211 times and 39 times.

The inspector team initially analyzed that illegal sewage has caused pollution to groundwater in some areas. The results of groundwater investigation and evaluation of 7 wastewater discharge areas showed that the volatile phenols in 6 water samples exceeded the standard, the maximum exceeding the standard was 42.05 times; the maximum multiples of ammonia nitrogen in the two water samples were 68.6 times; the maximum multiples of fluoride in 7 water samples exceeded 26.53. Times; 7 water samples dissolved total solids exceeded the maximum multiple of 101.46 times.

From November 2018 to April 2019, Jinta County's eco-environment department sent a letter to the park management committee and other departments to stop supplying water to four illegal enterprises, but the requirements were not implemented, and the relevant enterprises ignored it. In my own way, Jitai Chemical Co., Ltd. even entered the factory through the gap of the fan to continue illegal production and sewage discharge when the production workshop was closed.

Protected areas give way to tourism real estate

In the Hainan Chengmai Yiyi reclamation issue, since the Central Third Eco-Environmental Inspectorate stationed in Hainan inspector in July 2019, it has received such reports from the masses. The inspector found that Hualiwan Mangrove Nature Reserve in Chengmai County and Yingbin Inland Sea not only failed to rectify according to the requirements of the first round of inspectors, but also swayed the wind and destroyed the mangroves. The nature was very bad.

It is an important place for a variety of organisms to grow, reproduce, and inhabit. It is an important independent ecosystem in the biological chain cycle. Chengmai County Huachangwan Mangrove Nature Reserve is located in Dafeng Town, Chengmai County. It was established in December 1995 with the approval of Chengmai County Government. The protected area is about 1.5 square kilometers.

In November 2012, the State Council approved the “Hainan Marine Functional Zoning (2011-2020)” and incorporated the whole protected area into a marine protection zone with an area of ​​about 11.47 square kilometers, which is required to be managed according to the nature reserve requirements. Yingbin Inland Sea is located in Chengmai County Old Town Development Zone. The total area of ​​the sea is about 5.25 square kilometers. It is a typical tidal channel (lagoon) harbor. The intertidal zone is distributed with multi-species natural mangrove communities and is an important marine wetland.

In August 2017, the first round of environmental protection inspectors pointed out that Hainan Province had illegal land reclamation and destruction of mangroves. The Hainan rectification plan was clear: strict ecological function zone supervision, comprehensive restoration and restoration of coastal shelterbelts and mangroves and other ecosystems. However, after the first round of inspectors, the regional ecosystems such as Huawanwan Mangrove Nature Reserve and Yingbin Inland Sea in Chengmai County have not been repaired. Instead, they have continued to reclaim land and cultivate mangroves, and the mangroves have been further damaged.

The investigation by the inspector team found that there were prominent problems such as encroaching on the destruction of nature reserves, long-term illegal land reclamation, adjustment planning for tourism real estate giving way, lack of enforcement of law enforcement, supervision and rectification. Hainan R&F Real Estate Development Co., Ltd. (hereinafter referred to as R&F Company) has continuously encroached on the marine protected area during the development of the Hongshuwan real estate project. Since 2016, the project has invaded 92 acres of the core area of ​​the Mangrove Nature Reserve and has not been restored to its original state.

According to the inspection records of the relevant departments of Chengmai County, the project has destroyed about 4,700 mangroves. In April 2019, the project continued to reclaim the construction of real estate in the protected area, which hindered the interaction of the tides, resulting in the death of 1,582 mangroves within the 9.69 mu protected area.

In addition, Hainan Ningxiang Industrial Co., Ltd., located in Yingbin Inland Sea, surrounded the sea reclamation project of Binle Harbour Resort, and 4,664 mangroves were landfilled with unscrupulous land, covering an area of ​​8.8 mu. In October 2017, the county forest public security bureau filed a case for reporting. Investigation. However, by February 2019, the project had completed reclamation and the reclamation area was 5.33 hectares, which caused the surrounding mangrove forest growth environment to be seriously affected. After verification by the scene, 1960 mangroves had died.

The inspector also found that the marine environmental assessment report of the Binle Harbour Resort project did not mention the target requirements for mangrove protection, and turned a blind eye to the status of mangroves in the proposed reclamation area, but successfully passed the approval of the county marine department, and then “fraudulently” the use of sea areas. .

Formalization of supervision, rectification and passing through

However, in view of the problem of the Mangrove Bay project invading the Huayuan Bay Mangrove Nature Reserve, Chengmai County not only failed to stop and urge the rectification in time, but adjusted the land of the reserve to construction land and other land in the revision of the master plan. The Mangrove Bay project was legalized. Since the end of May 2015, the construction contents of the 15 block houses and golf courses involved in the Hongshuwan project have not been approved for construction and have not been tested first, but the local authorities have not stopped it.

The inspector group said that Chengmai County did not work hard to strengthen the protection of mangroves, but it took a lot of effort to cancel the protected areas and reduce the area of ​​protected areas. Since 2015, Chengmai County has held several meetings to discuss and apply for the revocation of protected areas and the adjustment of protected areas to replace the rectification and development of the “tailor-made” program for the Hongshuwan project. In December 2018, part of the core area of ​​the protected area encroached by the Hongshuwan project was adjusted to agricultural land and tourism construction land.

“In response to the illegal encroachment of protected areas by the Hongshuwan project, the county forestry department has requested that it be restored to its original state, but it has not been implemented yet; for the construction project directly destroying the mangrove behavior, the county forest public security bureau only filed a lawsuit against the construction personnel, and did not involve red. Shuwan project management personnel; the local public security organs have not yet filed a case investigation on the illegal construction of the R&F company and the death of 9 mu of mangrove forests,” said the inspector.

In fact, during the first round of inspectors in August 2017, the Central Environmental Protection Inspectorate had submitted a number of violations of the Mangrove Bay project five times. However, the inspector found that Chengmai County did not conduct a comprehensive investigation, rectification and perfunctory response, falsification, and reporting the public investigation was seriously inaccurate. From the end of April to the beginning of May 2019, the Ministry of Ecology and Environment's on-site investigation media reported that during the period of R&F's destruction of mangroves, the main leaders of the Chengmai County government and the forestry departments still handled all kinds of problems, and even provided that "the mangroves died because of pests and diseases". in conclusion.

The inspector group pointed out that the marine department of Hainan Province is not strict with the use of the sea area and has not carefully verified it, that is, it has given the reclamation index of the reclamation project of Ningxiang Company; it has long been negligent over the supervision of the Huachangwan Mangrove Nature Reserve in Chengmai County, resulting in Protected areas are constantly being eaten. The Chengmai County Party Committee and the county government have dealt with the problems of the first round of central inspections, and they have to deal with them in a perfunctory manner. They dare not move hard, the supervision is formalized, and the rectification has gone through the scene. The county's marine, forestry, environmental protection and other departments still know that the relevant projects are seriously illegal, and they still “punish and punish” and “one penalty”, which not only fails to solve the problem, but further encourages the company’s luck and leads to illegal reclamation. The problem of destroying mangroves is frequent and the ecological damage is serious.

On the issue of illegal sewage discharge from wastewater production in the chemical industry enterprises in Jiuquan City, the inspection team pointed out that the Party Committee Government of Jinta County in Jiuquan City did not have a strong impact on environmental violations, especially the ecological environmental protection administrative law enforcement and public security and justice. The supervision of the relevant regulatory authorities is seriously absent. The Park Management Committee, the former Safety Supervision Bureau, and the Industrial Information Technology Bureau do not take the initiative. The county public security bureau is involved in the investigation of environmental violations. The law enforcement is arbitrary, the standards are different, and the handling of cases exceeds the statutory time limit. Not strict, it has promoted the luck of environmentally illegal enterprises.
